As sanitation director, Dale planned the city's first sanitation routes 50 years ago, as well as organizing street cleaning and snow removal. Retiring after 30 years of civil service, Dale lived out his dream by owning a 139-acre farm off K-15 at 55th Street South. With 3,000 bushels of wheat, and pounds of melons, squash, and tomatoes harvested per season, Dale's farming was as successful and satisfying as his service to the city.
He was a sensitive and kind man with a strong commitment to his family, friends, religion, and the many dogs he saved throughout his years. He will be deeply missed by all whose lives he touched. A memorial has been established with First Church of the Brethren.

STANFORD, June 13 -- Elias Garst, 92, pioneer resident of Central Illinois and well known in McLean county, died at 11:20 a.m. Thursday at his home here.
Mr. Garst was deputy sheriff and bailiff in Bloomington for about four years and has held various offices in the township. He was a charter member of the Stanford Grange, was made Master Mason of Allin lodge No. 605 in November, 1874, and at the time of his death was a member of Comet lodge No. 641, Minier.
He was a Civil war veteran and a member of the Sherman post of Bloomington. He cast his first presidential vote for Lincoln in 1860.
Born in Ohio.

He was married in October, 1860, to Caroline Rinker, who died in 1863, leaving one son Oscar F. Garst. He was married a second time in November, 1868, to Elizabeth Kauffman, who died March 28, 1878, leaving two children, Elmer E. Garst, Stanford, and Mrs. Florence Campbell, Covell. He was married a third time Jan. 27, 1881, to Martha Elizabeth James and to this union three children were born, Mrs. Myrtle Olive Glenn, Mrs. Alpha Blanche Outlaw and Miss Laura Belle Garst, all of Stanford.
Funeral Saturday.
Mr. Garst lived on the home farm in Ohio until the fall of 1864 when he drove a team to Illinois for his brother, Michael Garst. He stayed here until August, 1865, when he returned to Ohio, bought a team and made a second trip to Illinois in September, 1865. He came to Brooks grove and lived in Allin township since except for four years in Mt. Hope township.
The funeral will be held at 2 p.m. Saturday at the Presbyterian church here. Burial will be in Mt. Pleasant cemetery.

NASHVILLE, Tenn. — Julia E. "Judy" Millham, born March 22, 1921 in Washington D.C., to Errett J. and Claudia Covington Garst, died peacefully of congestive heart failure on Tuesday, Nov. 8, 2005 in Nashville, Tenn., surrounded by her family.
Judy was preceded in death by her husband, Merle P. Millham, and son ,Steven D. Millham. Raised in Wichita, Kan., Judy had amazing musical talent from an early age. She held her first church organist position at the age of 14. Over her long musical career she studied and taught organ, piano and voice, privately and in public schools, and accompanied many singers, in addition to singing herself. In her later years, she took several trips to New York City for music and tours with the Metropolitan Opera Guild for opera in places such as Russia and England. She also traveled with friends down the Amazon River, making a pilgrimage to Buenos Aires to visit the church where memorial services had been held for her son, Steven, when he died there during a business trip in 1981. Judy's love of music followed her to the end, as she took her last breaths during the final strains of the beautiful "Meditation" from the opera Thai.
Judy and Merle were married at Albrook Field Chapel in the Panama Canal Zone on Sept. 15, 1944, and over nearly 40 years of marriage lived in McComb and Findlay, Ohio, and Aiken. Judy loved attention to detail in all things, and also worked as a bookkeeper, partnering with Merle in their Aiken printing business, Manor Press. After Merle's death in 1984, Judy lived in Dayton, Ohio for a few years, but returned to Aiken to live near her friends until declining health took her to Nashville, Tenn., to be near her granddaughters. Judy and Merle felt that they had been given interesting and useful lives. They thanked the Lord for wonderful family and friends.
Judy is survived by her daughter and son-in-law, Martha (Mert) and Wade Adams of Houston, Texas, and her granddaughters Julie Adams and Keri Adams of Nashville, Tenn., and Julie's husband Richard Smith. Also surviving is Judy's daughter-in-law, Mary Elam Millham Rodriguez of Maple Glen, Pa.
A memorial service will be held at St. John's United Methodist Church in Aiken at 10 a.m. on Monday, Jan. 30, 2006. Interment at Bethany Cemetery in Aiken, South Carolina by George Funeral Home.
