Bryce Nathaniel Harlow married Elizabeth Paxton Larimore, daughter of Walter King Larimore and Margery Elizabeth Paxton, on 25 September 1940 at Oklahoma Co., OK. Bryce Nathaniel Harlow began military service WW II service, U.S Army, enlisted as Lieutenant, discharged as Lieutenant Col., served five years. Bryce Harlow, 70, advisor to Eisenhower, Nixon, Ford

WASHINGTON -- Former presidential counselor Bryce Harlow, 70, who served in the Eisenhower and Nixon administrations, died Tuesday of chronic obstructive lung disease.

"He was quite a man, a political activist who spent a lifetime in service to his country," said Senate Minority Leader Robert Dole, R-Kan., in a brief eulogy on the Senate floor. "He never hesitated to offer his services when problems on Capitol Hill or the White House seemed too big to solve."

Mr. Harlow was a lobbyist for Proctor & Gamble before retiring in 1978.

A familiar figure in congressional and government circles, he was a gentle, courtly man known for a soft-sell approach to politics.

Mr. Harlow was the first man appointed to the White House staff after Richard Nixon was elected in 1968. He handled the delicate job of congressional relations and was a presidential counselor, assigned to devising long-term strategy on domestic problems.

He quit the government after a year to return to his private lobbyist's job, but Nixon tapped him to return to the White House when the Watergate scandal forced key staff members to resign.

Mr. Harlow also served as an aide to President Gerald Ford and in 1981 received the Presidential Medal of Freedom from President Reagan.

His son, also named Bryce, followed his father to the White House and is Reagan's congressional liaison.

Nearly three decades ago, the elder Mr. Harlow had served in the Eisenhower administration, as an administrative assistant and later as deputy assistant for congressional affairs.

As a member of Eisenhower's legislative liaison team, Mr. Harlow frequently was credited with knowing more about the legislative process and what makes it tick than anyone else in Washington.

Mr. Harlow was also successful in communicating with the two Texas Democrats who ran Congress then; House Speaker Sam Rayburn and Senate Majority Leader Lyndon Johnson.

Mr. Harlow was born Aug. 11, 1916 in Oklahoma City and graduated in 1936 from the University of Oklahoma with a Phi Beta Kappa key and a degree in political science.

He was a Democrat who shifted parties, coming to Washington in 1938 as an assistant librarian in the House of Representatives.

He left the Army a lieutenant colonel after World War II and returned to a job as staff assistant and then chief clerk of the House Armed Services Committee.

Betty Larimore Bryce, Mr. Harlow's first wife with whom he had three children, died in 1982. He married Sarah Jane Studebaker in July 1983.

Funeral services for Victor E Harlow, 81, a leader in the growth and development of Oklahoma for more than a half century, will be at 10 am Wednesday, in Guardian funeral home chapel.

Harlow, who had been ill with cancer the past two years, died early Monday in St Anthonys Hospital. A native of Chantilly MO, he was a child prodigy, learning to read at 2 and to write at 5. By the time he was 8 years old, he was a county newspaper correspondent, foreshadowing a career as a leading publisher in Oklahoma.

He won top honors in a county teacher's examination at 13 and at 15 began teaching school. When 18, he received his BA degree and four years later became the country's youngest college president, heading Webb City college at 22.

Harlow is survived by his wife, five sons and a daughter. His daughter is Mrs Dorothea Ice, 4016 NW 29. The sons are Bryce N Harlow, recently named liason man between the White House and congress, after serving several years as a speech writer for President Eisenhower; Victor E Harlow Jr, 3109 N Virginia; William VanHooser Harlow, 3301 NW 22; Dr James G Harlow, dean of the College of Education at the University of Oklahoma; and John H Harlow, in the construction business in Ardmore.

He was buried in October 1958 at Rose Hill Burial Park, Oklahoma City, Oklahoma Co., OK, Findagrave #79714467.
