Walt was born on September 24, 1936, in Lampasas, Texas, to Arthur and Leona Lackey. Walt attended school in the Bertram school district and graduated from high school in 1955. In this same year, Walt married his high school sweetheart, Rosalyn Williams, and enlisted in the Air Force. During his career, Walt maintained a near full-time second career working to better the community through organizations such as Rotary and the Chambers of Commerce. Upon retirement, Walt and Rosalyn retired on the Murray and Geneva Williams homestead in Bertram, Texas.
