James R. Armstrong, the high school government teacher who put theory into practice by getting elected to the Torrance City Council and then serving as mayor, has died. He was 73.

Armstrong, a councilman for six years and mayor for eight before his retirement from politics in 1986, died Friday at Harbor UCLA Medical Center of congestive heart failure, said his daughter, Dr. Julie A. Armstrong.

Although the mayor's post he held from 1978 to 1986 is largely ceremonial, Armstrong was so well-known for his rapport with federal, state, and local politicians that he was able to accomplish a good deal for the city.

A Torrance Chamber of Commerce poll iin 1980 ranked him as the most influential man in the area. And in 1982, Harvey Schecter, regional director of the Anti-Defamation League, told The Times: "He may not have real power, but he has a lot of symbolic power."

At Schecter's recommendation, the ADL gave Armstrong its Distinguished Public Service Award because he had spoken out forcefully against bigotry in Torrance.

During Armstrong's tenure as mayor, he doubled city park space and worked for more senior citizen housing and the environmental protection of the Madrona Marsh.

Educated at Pepperdine University and UCLA, Armstrong taught U.S. government at Torrance High School from 1954 to 1986. He gradually began applying what he taught to governing his community. He served on the Torrance Beautiful Commission and the city Planning Commission before winning election to the City Council by a wide margin in 1972.

Teaching government, Armstrong told The Times as a new councilman in 1973, was "the perfect foundation" for government service. While on the council, he continued teaching, often assigning students to attend the Tuesday night council meetings and then discussing the issues in the classroom the next day. He also served simultaneously as district representative for Rep. Charles H. Wilson (D-Torrance), giving him insight and input on federal legislation.

Regardless of how thoroughly Armstrong understood the concepts of governance, however, after he began practicing it, he conceded, "I had a few surprises."

"It takes time to get things done," he said, adding that the city government process can be downright "ponderous".

A Democrat, Armstrong was often mentioned as an attractive possible candidate for highter office. But he dismissed such talk, saying he did not want to "punish myself" by waging a losing battle against the area's strong incumbents.

"I was elected to be mayor of the city, and I will not jeopardize what might be in the city's best interest," he said in 1983.

"When my term as mayor ends, I expect to ... go out with (wife) Anne and have a steak. Then I'll fade out of the public light."

Armstrong did essentially that. He retired from teaching and politics and became a consultant and lobbyist, first for the development firm Real Property Resources, Inc. and then for his own Armstrong Associates.

He is survived by his wife of 45 years; sons Jim of Morgan Hill, Calif. and Jeff of Mooresville, N.C; daughter Julie of Los Angeles; and several grandchildren.

The funeral was private. A public memorial service is being planned for February. The family has asked that any memorial donations be made to the Torrance Education Foundation or to the American Heart Assn.

John Harmon Armstrong

     John Harmon Armstrong was born on 20 August 1856 at North Manchester, Wabash Co., IN.1 He was the son of George H. Armstrong and Catherine Edge. John Harmon Armstrong married Bertha Amelia Zimmerman, daughter of Rev. Johann Frederick August Zimmerman and Theresia Fritsche, circa 1889,

I believe Bertha was first married to Alfred Stellmacher (1861-1941) and had a son, Alfred Conrad Stellmacher, (1886-1941), who lived in Albany, Oregon. The evidence for this is (a) the Linn County, Oregon birth record for Mary Adeline Armstrong, which shows her mother's name as Bertha Amelia Stellmaker Zimmerman, and (b) the 1941 Oregon death certificate for Alfred Conrad Stellmacher, born 1861and died 23 FEB 1941 at Albany, Oregon. The death certificate informant was Perry Stellmacher. The birth year and place for Alfred, shown on the birth certificate, is 1861, in Janesville, WI, and that the mother of the deceased was Amelia Zimmerman. However, there are two headstones in Riverside Cemetery for Alfred C. Stellmacher, one on plot 14n and the other on plot 15n. One was born 1861 and is the only name on his headstone, and the second, on a stone with Ida L. Stellmacher, was born 1886, and both Alfreds died in 1941. On the 1900 census, Ida, born 1869, is listed as the wife of the Alfred born 1861, married for 11 years with two children, Perry and Levena. So Ida was (apparently) not the mother of the Alfred C. Stellmacher, born 1886, with whom she shares a headstone. Very confusing! DLB 2019.2

     Pvt. John Wilson Armstrong was born on 2 February 1820 at Highland, Pulaski Co., VA, son of John M. Armstrong (1791-1871) and Mary Wilson Armstrong (1790-1860). He married Sarah Talbott on 14 December 1843. Pvt. John Wilson Armstrong began military service Civil War service, U.S. Army, Pvt. John and his militia group were captured by Confederate troops at Centerville, Virginia on 12 Sept. 1863, which incuded his son Granville.

Married: Sarah Talbott 14 Dec. 1843. Sarah was born 1826, died 1885. They were parents of 10 children. Their oldest, Granville B. Armstrong, was also in the civil war, a prisoner of war at Andersonville, and died there 15 June, 1864, shortly before John and a double tragedy for this family. Granville is buried in grave #1968, this cemetery.

He died on 8 August 1864 at Andersonville Prison, Andersonville, Macon Co., GA, at age 44. He was buried in August 1864 at Andersonville National Cemetery, Andersonville National Historic Site, Macon Co., GA, Findagrave #42023561.

He was born in Canton, Okla., to Charley Robert and Ethel May Horner Armstrong.

He moved to the area in 1970 from Wichita, Kan. He was a retired tool and die maker for Boeing Aircraft, where he worked for 27 years, and worked as a tool and die maker for Danaher Manufacturing. He enjoyed woodcraft, gardening and working on cars.

Survivors include his wife, Eva Lee Armstrong of the home to whom he was married Aug. 21, 1993; also a son, a stepson, a daughter, and 2 stepdaughters, 2 brothers, 13 grandchildren, and 20 great-grandchildren.

He was 74 when he passed away at Holland Nursing Center West.

He was buried in October 2001 at Bluff Cemetery, Springdale, Washington Co., AR, Findagrave #6573947.
