Hon. Irving P. Wanger1
M, b. 12 March 1852
Hon. Irving P. Wanger was born on 12 March 1852 at North Coventry Twp., Chester Co., PA.1 He was the son of George Wanger and Rebecca Price.1 Hon. Irving P. Wanger married Emma C. Titlow, daughter of John Titlow and Mary Amole, on 25 June 1884, Ceremony by Rev. Isaac Gibson.1 Occupation: He was reared on the old homestead in Chester Co. and educated in the public schools of the district and at the Hill School, Pottstown. He taught school one year and in 1870 became a clerk in the Prothonotary's office at West Chester. In 1871, he was appointed Deputy Prothy and resigned the position at the end of the year to engage in the study of law at Norristown. In Jan., 1872, he began his legal studies with Franklin March, Esq., and on Dec. 1st of that year was appointed deputy under William F. Reed, the first Republican prothonotary elected in Montgomery Co. Continuing the study of law he was admitted to the Bar in Dec., 1875. In 1878, he was elected Burgess of Norristown and was also solicitor for the school board of Norristown for a number of years. He was elected District Attorney of Montgomery Co. in 1880 and again in 1886. Was a delegate to the National Convention of the Republcan party in 1880 at Chicago and voted continuously therein against the unit rule, and for the nomination of James G. Blaine until the final ballot when requested by friends of the latter to vote for General Garfield. In 1889, Mr. Wanger was chairman of the Republican county committee and in 1890 was unanimously for Congress by the Republicans of the VII District. This being "Delamater" year, the ticket was defeated. Two years later he was again the nominee and was elected although the district gave a majoirty for Cleveland. He was reelected in 1894, 1896, 1898, 1900, 1902, 1904, 1906, and 1908. He was very attentive to all matters affecting his constituents, doing everything possible to promote the prosperity and welfare of the people of his district and of the country at large. It was upon his motion tht the special committee was appointed which investigated the hazing of cadets at the U. S. Military Academy and suggested important legislation upon the subject, which was adopted. His principal committee service was as a member of the committee on interstate and foreign commerce and as chairman of the committee on expenditures in the post office department. In every respect he was a faithful and devoted exponenet of the public wishes at Washington. Member National Waterways Commission, 1909. Delegate Berlin Congress of Inter-Parliamentary Union for International Peace, 1908.
As a public speaker, Mr. Wanger was argumentative, logical, clear, and deliberate -- appealing to the reason and judgment of his hearers, rather than to their prejudices or personal feelings. He was a ready debater and parliamentarian -- quick to perceive the weak point in his opponent's argument and always ready to take advantage of such weakness. He is a member of the Prot. Episcopal Church, the I.O.O.F., I.O. of Red Men, and of nearly all the Masonic bodies of the state, having been grand commander of the K. T. in Penna., in 1894-95.
Mrs. Wanger, before her marriage, was a successful teacher in the public schools. Methodist Episcopal.2
