Cliff was born March 12, 1927 in Nampa, ID and 18 months later was joined by brother Tobe. His parents Tollie and Nettie Masingill had started Gem Electric, (which later became Masingill’s Furniture and Appliance), in Payette doing electrical work. Nettie cared for the babies in an upstairs apartment and tended to the store below. His childhood was spent on Main Street, Cliff was lively and accident prone but somehow managed to survive. He had many friends in which to play sports, and he especially enjoyed playing baseball. Cliff was not a serious student but was popular and elected to many offices and team captainships.

He played on two Jr. Legion Idaho State Champion teams, then joined the Navy in 1945. He was on boot leave on VJ Day. Attending the U of I on a baseball scholarship for two years he pledged ATO and was President of the pledge class. On December 27, 1948 he married Shirley Harper, daughter of his baseball coach. He joined the 190th Fighter Squadron in 1951 and was in Valdosta, GA when son Scott was born. The family moved to Victorville, CA and he played baseball for George AF Base. In 1952 they moved back to Payette, where Claire and Kay were born.

He co-owned/worked at Masingill’s until 1985, when he retired. His most notable accomplishment was the spearheading and building of the Scotch Pines Golf Course in 1962. He and a of group volunteers built the course one summer in the evenings AFTER work. After retirement, he immediately promoted, planned, arranged financing, and helped to build a second nine holes that opened in 1988. He served as President of the Board until 2005, with the goal of creating an extremely “inclusive” public golf course.

Cliff was active in the JC’s and among other projects, restarted the Blossom Festival, that had been cancelled during WWII. Cliff was a model citizen, he served on the City Council, was on the Boards of Directors and instrumental in the construction of both the Payette City Pool and Harmon Killebrew Field.

He loved to golf, won the Scotch Pines Club Championship a number of times and shot his age consistently. He also played semi-pro baseball on the Payette Packers until age 30, enjoyed coaching/spectating all kid’s sports and a vigorous whiffle ball game in the back yard.

Cliff is survived by his children, Scott (Laurie) Masingill, Claire (Tom) Ames, and Kay (Phil) Pittman; 12 grandchildren, Toby Ames, Sam Ames, Libby (Dan) Walters, Ryan (Jennifer) Masingill, Jeff (Caitlin) Masingill, Cameron (Emily) Frey, Ross (Stacy) Pittman, Megan (Tim) Boerner, Mitch (Jody) Pittman, Anna (Seth) Bodas, Michelle Frey, and Michael Frey; and 21 great grandchildren.

Cliff was preceded in death by his parents; his wife of 65 years Shirley; brother Tobe; and great grandson Bradley Pittman.

There will be no funeral service, due to Covid-19 concerns. The family would like to invite you to an outdoor reception Wednesday, August 19th from 6 pm to 8 pm at Scotch Pines patio/18th green. There will be chocolate dessert and whipped cream (Cliff’s favorite)! The family would also like to thank the entire staff at Royal Villa in Payette for their compassionate and professional care during the last year of Cliff’s life.

Cliff founded the Scotch Pines GC Foundation a 501 (c) (3) and tax-deductible donations may be sent to PO Box 13, Payette, ID 83661, or dropped off at the course. Shirley Jean Harper Masingill passed away Feb. 7, 2014 in Payette. A memorial service will be conducted at 2 p.m., Tuesday, Feb. 11th at First United Methodist Church, 502 N. 11th St., Payette. Condolences may be made to Shirley's family at www.shaffer-jensenchapel.com.

Shirley was born in Wendell, ID on Oct. 12, 1928 to H.S. Harper and Margaret Graves Harper who lived in Jerome, ID. At age four, the family moved to Caruthersville, MO for three years. In 1935, the family moved to Payette, ID, where Shirley attended Westside Grade School and Payette High School where she graduated in 1946 as Class Salutatorian. She played in the band and attended the University of Idaho for two years where she pledged Delta Gamma Sorority. She married Clifford Masingill in Payette on Dec. 27, 1948. They lived in Victorville, CA for 10 months while Cliff was in the Air National Guard and she spent the rest of her life in Payette.

She was baptized and active in the United Methodist Church her entire life. Shirley was also very active in Jayceettes, Newcomers Club, PHS Endowment, City Planning and Zoning, and building of the Payette Public Pool and Killebrew Field. Shirley liked to golf, play and teach bridge, and keep score at kids sporting events.

Shirley is survived by her husband of 65 years, Cliff; her children, Scott Masingill (Laurie), Claire Ames (Tom), and Kay Pittman (Phil); sister, Dorothy Hoffman; grandchildren, Toby Ames (Cary), Sam Ames, Libby Walters (Dan), Ryan Masingill (Jen), Jeff Masingill, Ross Pittman, Megan Bourner (Tim), Mitch Pittman (Jody), Anna Bodas (Seth), Cameron Frey, Michelle Frey, and Michael Frey; great grandchildren, Abby Ames, Madelyn Ames, Isabelle Ames, Ella Walters, Cole Walters, Cydney Ames, Teige Ames and Anessa Bourner.

She was preceded in death by her parents and a great grandson, Bradley Mitchel Pittman.

In lieu of flowers, the family requests that donations be made to the Payette First United Methodist Church, c/o Shaffer-Jensen Memory Chapel, P.O. Box 730, Payette, ID 83661.

R.L. "Tobe" Masingill, age 80, of Payette, passed away Monday, Jan. 5, 2009 at a care facility in Payette. Memorial services will be at 3:00 p.m., Friday, Jan. 9, 2009 at St. James Episcopal Church, Payette. Inurnment will follow at Riverside Cemetery, Payette. Services are under the direction of Shaffer-Jensen Memory Chapel, Payette.

Tobe was born at his grandparent's house in Nampa, ID on Sept. 29, 1928 to Tollie and Nettie Masingill. His parents moved to Payette and started Gem Electric Company in downtown Payette and that is where Tobe and his brother, Cliff grew up. They lived above the store and spent their childhood playing on Main Street while their parents operated the business. Tobe was obsessed with baseball! He played on every team that he could find. He played youth baseball while spending time with his grandparents in Nampa. He played high school baseball for Payette High School, during the summers he played Jr. Legion baseball on a winning team that captured two state championships. Then, with a baseball scholarship, he went on to play for the University of Idaho where in a newspaper article in 1950 he was reported as being the number one baseball player for the University up to that year. After graduating from college with an engineering degree, he moved back to Payette with his wife, Bettie. He joined the Air National Guard and in 1951, the 190th Squadron was assigned to active duty. Tobe, along with his brother Cliff, was sent to Valdosta, Georgia. While away, his wife gave birth to Brad, the first of three children. After a short stay there, he moved his family to Victorville, CA and served his country at George AFB, and had the honor of playing baseball on the team that won the southern division championship. He moved back to Payette in 1952, went to work at the family business with his dad, mom, and brother. In 1953, his daughter, Lee was born and in 1955, his daughter, Anne was born. His life's passions were rooted in the town of Payette. He helped reinstate the Apples Blossom Festival; he served as president of the Jaycees and Chamber of Commerce; was state president for the opponents of the sales tax initiative; was instrumental in building the golf course; started a local investor's club; bowled every Wednesday night for over 50 years; played baseball on a town team known as the Payette Packers; while in his 60's played second base on a softball team with his son Brad and son-in-law Lee. He coached baseball, hunted, fished and played golf. Tobe lived a life full of taking care of his family, working to make Payette a great place to live and tending to the customers of Masingill's Furniture. He is survived by his son Brad, and his wife Robin of Payette; daughter, Lee and her husband Lee Nelson of Payette; daughter, Anne Masingill of Payette; brother, Cliff Masingill and wife Shirley of Payette; grandchildren, Brandon and Eben Masingill of Payette, Kelli Rich and her husband Cody of Nampa, and Alex Masingill of Payette; two special little great-grandsons, Kalen and Carson Rich; and special friends, Felicia and Leticia Parraz; and many nieces, nephews and cousins. Other special members of his family are Leisa, Kristen, and Megan. Tobe was preceded in death by his parents; Bettie, his wife of 51 years; son-in-law, Tom Evans; brother-in-law, Warren McCain; nephew, Mark McCain; brother-in-law and sister-in-law, Bud and Bettie Jenkins; and sister-in-law, Margaret Jenkins. A special thank you goes to all those who offered love and care during the last three years of Tobe's life; including Kyle, who became his golfing partner for his last 90 rounds of golf and the staff of Royal Villa who allowed him to live out his last days with dignity.
