Brielle -- Willard E. Bowman, 71, of 403 Laurel Ave., retired associate publisher of the Newark Star-Ledger, died yesterday at home.

During his career in journalism, Mr. Bowman had been news editor and editorial writer for the Detroit Journal; Washington correspondent for the Toledo Blade, Detroit Journal, and Newark Star-Eagle; executive vice president and publicity director for L. Bamberger & Co., New York, and editor of the Newark Star-Eagle.

He was former president of the Broad Street and Merchants Association, the Newark Advertising Club, and the New Jersey State Press Association.

He also was a member of the National Press Club, Washington, and the Downtown Kiwanis Club, Newark. He was a communicant of St. Denis R. C. Church, Manasquan.

Mr. Bowman was born in Hartford City, Ind., and had lived in Orange and East Orange before moving here eight years ago.

Surviving are his wife, Mrs. Mary Pauline Bowman, here; a son, Richard, Sea Girt; two daughters, Mrs. Jane O'Donoghue, Belmar, and Mrs. Basil T. Moore, Mamaroneck, N.Y.; a brother, Russell, Hartford City, Ind.; 11 grandchildren, and a great-grandchild.
