Obituary -- Carroll County Times; Westminster, Maryland; Tuesday, March 30, 2004:
Leroy Lindy Conaway, former Westminster mayor dies
Westminster's director of planning and public works says he owes a good portion of his career to LeRoy Lindy Conaway, the city's former mayor.
He reflected on that Monday after finding out about Conaway's death. Conaway died Monday morning at Carroll Hospital Center after an extended illness. He was 73 years old.
Thomas Beyard still remembers how Conaway helped him get the job he has now had since 1987.
On one Wednesday in 1987, Beyard, who had been working for a private engineering firm, came to Westminster to give a presentation for a planning association. On that same day, the county commissioners had been scheduled to meet with the county's mayors, so Beyard gave his presentation before all of them.
After Beyard finished, Conaway came up to him, said he'd been impressed by the presentation, and asked if he was looking for a job. Beyard said he wasn't looking, but was certainly willing to listen.
Conaway told him to drop off a resume, which Beyard did two days later, and the planner was soon named to his position.
"LeRoy had a lot of personal charisma - he was an old-school person who would sit and talk to you about things up front," Beyard said.
Conaway's candor served him well during his years in public office, said Westminster Mayor Kevin Dayhoff. Conaway sat on Westminster's City Council from 1964 to 1973 - the last two years as council president. He then became mayor, from 1973 to 1989. He lost his final election bid by roughly a dozen votes, Beyard said.
Dayhoff, who said he was deeply saddened to hear of Conaway's death, said Conaway was a hands-on mayor whose main concern was the betterment of the city.
"He's one of the folks who paved the way for us to build further successes on," Dayhoff said. "He was a very good mentor - I was well aware of what my responsibilities were going to be as a result of my sessions talking to Conaway."
One of the most memorable improvements Conaway helped make in Westminster was the straightening of the intersections of Bond and John Streets and Liberty Street and Railroad Avenue, Dayhoff said. Before the project, the intersections formed doglegs, he said.
Conaway was mayor of Westminster when the city had to clean up from a tornado in 1979, Dayhoff said. He was also involved with the expansion of the Westminster police department, he said.
For all his hard work, Conaway wasn't above joking around from time to time, Beyard said. While Conaway was mayor, it was his duty to read the building permits at council meetings, and, at one meeting, he deliberately mispronounced the word "gazebo," he said.
Beyard said Conaway called the structure, which was being built on the grounds of what is now the Best Western hotel in Westminster, a "gazz-bo." Later, friends would joke with him about the mispronunciation, Beyard said.
County Commissioner Dean L. Minnich, who worked as a reporter and editor for the Hanover Sun during Conaway's tenure, said Conaway was a conscientious, dedicated public servant.
"He was one of the rare elected officials that didn't seem to be too concerned with power," Minnich said.
Minnich said he was able to relate to Conaway because, like Minnich's father, Conaway was a storekeeper.
At various times, Conaway and his wife owned the Whistle Stop general store in Patapsco, the East End Market on East Main Street in Westminster and the Conaway Bros. General Store in Winfield.
Conaway worked at several other professions during his life. He served in the U.S. Army from 1952 to 1954 and was a stockbroker from 1965 to 1974. He also managed the Maryland Candy Company, beginning in 1974.
Conaway served on the board of directors of Carroll County General Hospital, was Carroll County Chairman of the Cancer Crusade in 1973, and was a vice president of the Maryland Candy and Tobacco Association. He was also a member of the State of Maryland Regional Planning Council, a former chairman of the Carroll County Municipal League, and he served on the Governor's Commission on Crime and Law Enforcement.
Conaway, who was born April 28, 1930, is survived by his wife of 50 years, Janet Lee Conaway; a daughter, Teresa Conaway; a brother, Jay Conaway; a niece, Bonnie Lockard; and nephews Boyd Myers, Bryan Myers and Gary Conaway.
OBITUARY - April 3rd, 2004; written by Westminster Mayor Kevin Dayhoff (Find-a-Grave):

Mayor Conaway was a 1948 graduate of Sykesville High School. Mayor Conaway spent much of his youth helping his father run a neighborhood general store. In the late 1940s, he supervised the construction of a new store, also in Winfield.
Before serving in the Army from 1952 to 1954, Mayor Conaway owned Conaway Bros. General Store in Winfield, which he sold to his brother after being drafted. After serving in the Army, he purchased East End Market in Westminster, which he sold in 1965. From 1965 to 1974, he was a stockbroker with Weis, Voisin Co. and Janney, Montgomery & Scott, members of the New York Stock Exchange. In 1974, he became manager of the Maryland Candy Co. In 1977, he returned to retail and bought The Whistle Stop, a small country store along the railroad tracks in the Carroll community of Patapsco.
Mayor Conaway was a charter member of Westminster Elks Lodge 2277. He was a member of the Loyal Order of the Moose 1381, American Legion Carroll Post 31, Door to Virtue Masonic Lodge 46 AF & AM and the Fraternal Order of Police. He had served on the board of directors of Carroll County General Hospital, was Carroll County Chairman of the Cancer Crusade in 1973, and former vice president of the MD Candy & Tobacco Assoc.

He also served as a former member of the MD Regional Planning Council, President of the Carroll Co. Chapter of the MML and had served on the Governor's Commission on Crime and Law Enforcement. He was inducted into the MML Hall of fame in 2000 for 25 years of service in municipal government.
Mayor Conaway was a conscientious, dedicated public servant, who was a hands-on Mayor whose main concern was the betterment of the city. Mayor Conaway knew the municipal employees, their families and the issues that were important to his constituents. Some of the most memorable improvements of Mayor Conaway’s tenure were the straightening of the intersections of Bond and John Streets and Liberty Street and Railroad Avenue, the expansion of the Westminster Police Department, the City's purchase of the Westminster water system, and reconstruction of Main Street.
This Memorial Tribute by the Westminster Mayor, Common Council and the Staff of The City of Westminster on behalf of the citizens of the City of Westminster was signed in Westminster City Hall, this April Third in the year Two Thousand and Four.
