Phillip was the son of Johann Adam and Susannah Sehler Roush, both German immigrants.

His father settled with his family in Shenandoah co, VA.

Phillip married Catherine Kelchner in 1765 in Shenandoah co Va. They were the parents of 13 children.

Phillip was one of nine sons who served their country in the cause of the independence. He served as a Private in the Continenal Army, Northampton co Militia under John Vanittan 1780.

After the death of their parents Phillip and brother Jacob migrated with their families to the area of Adams Co Ohio.

He was called "The Colonizer" as his settlement was the first in Adams Co and only the third in OH.

In 1814 he deeded 1 acre of land for the purpose of the first school and meeting house.

He was listed on land lists for the years of 1808 through 1819.

He was buried in March 1820 in Roush Cemetery, Cheshire Twp., Gallia Co., OH, Findagrave #28169595.
